The Scooter Defined

On August 30, 2006 the Federal Department of Transportation will officially recognize the "scooter" as a unique entity. According to Part 571, Standard 123 of Federal Motor Vehicle Safety Standards a "scooter" will be defined as having a platform for the operator's feet or having integrated footrests, and having a step-through architecture, meaning that the part of the vehicle forward of the operator's seat and between the legs of an operator seated in the riding position, is lower in height than the operator's seat. At least in the near term, "scooters" will remain either a "motorcycle" or a "moped" as stated in laws based on engine size, horsepower output, and/or top speed. They will continue to be subject to appropriate safety and operator regulations according to those classifications. However, the Federal scooter definition will help, manufacturers, sellers, insurance companies, and others in correctly stated what it is they are dealing with. Ultimately, the new definition may allow changes in other State and Federal laws regarding displays, controls, and who knows what else. Source
